서울경찰청의 명동 내 팔레스타인 연대 행진 제한 규탄한다!
집회∙시위 자유 옥죄지 말라!
경찰(서울시경찰청장)이 ‘팔레스타인인들과 연대하는 사람들’(이하 팔연사)의 서울 명동길 행진에 대해 제한통고를 내렸다. 11월 14일, 법원은 이 제한통고 집행을 정지해 달라는 팔연사의 가처분 신청을 기각함으로써 경찰의 민주적 권리 공격 시도에 손을 들어줬다. 정의의 목소리를 권력으로 억누르려는 경찰과 법원을 규탄한다.
경찰은 “안전사고” “마찰 우려” 등을 제한통고의 이유로 들었으나, 실상은 보장돼야 할 민주적 권리인 집회∙시위의 자유를 에둘러 탄압하는 것이자 팔레스타인 연대의 목소리를 억누르려는 것이다.
집회, 시위, 행진은 사람들이 모여서 힘을 모아 주장과 요구를 널리 알리는 데에 그 목적이 있다. 이를 위해 더 많은 사람들의 주목과 관심을 불러일으키고 지지를 모으고자 하는 것이다.
팔연사는 지난 2년 동안 매주 다양한 배경의 참가자들이 한 데 모여서, 팔레스타인 해방의 대의를 널리 알리고 국제적 연대를 호소해 왔다. 거리 행진은 바로 이러한 이러한 관심과 참가를 촉구하려는 노력의 일환이다. 지금 경찰은 이런 정당한 노력들을 문제 삼는 것인가?
거리 행진은 언제나 연대와 활력 속에 평화롭게 진행됐다. 40여 회에 걸친 명동길 행진을 포함한 거리 행진에서는 “충돌”은커녕 여러 상인들과 시민들, 관광객들의 지지와 응원이 흘러 넘쳤다. 경찰이 최근의 혐중 시위를 팔연사에 대한 행진 제한통고 정당화의 근거로 삼는 것이 얼토당토 않는 이유다.
이스라엘은 팔레스타인에 조금의 평화도 허용하지 않으려는 듯, 10월 휴전 협정 후에도 폭격을 지속하고 구호 물자를 가로막고 있다. 6만 9000여 명이 사망하고, 1만 명이 실종 상태이며, 17만 명이 부상을 입었다. 희생자의 다수가 어린이들이다. 85퍼센트가 파괴된 가자지구에는 복구를 위한 중장비 반입마저 가로막혀, 주민들은 당장 다가오는 겨울 추위를 피할 방도가 없다.
팔레스타인 연대 목소리가 더욱 크게 울려 퍼지는 것을 두려워하는 세력은 이스라엘의 학살을 지원하고 그에 책임이 있는 자들일 것이다.
국제사법재판소, 유엔 보고서 등을 통해 이스라엘의 범죄 행위는 국제적으로 확인된 지 오래지만, 한국 정부는 이스라엘과의 협력을 늘려 왔다. 심지어 이스라엘 전투기 부품을 계속 수출해 왔다.
이스라엘의 편에 선 서방의 정부들은 온갖 이유를 대면서 집회를 불허하고 참가자들을 공격하고, 탄압해 왔다. 그러나 그러한 시도에도 불구하고, 독일과 영국 등지에서 수십만 거리 시위가 열리고 이탈리아에서는 마침내 팔레스타인 연대 총파업이 벌어져 나라 전체가 마비되기도 했다.
억압에 맞서 싸워 온 우리 팔레스타인 연대 운동은 민주적 권리를 제약하려는 경찰의 시도에 대해 조금치도 타협하지 않을 것이다. 경찰은 일찍이 팔연사 활동가들이 집시법을 위반했다며 공격하려 했지만, 결국 혐의 없음으로 그 시도가 좌절된 바 있다. 우리는 점령 중단과 팔레스타인 해방이라는 정의를 쟁취할 때까지 굽힘 없이 나아갈 것이다.

Stop Seoul Police Limits on Palestine March Inside Myeongdong!
NO to Restrictions On Assembly Rights!
The police (Seoul Metropolitan Police Agency Commissioner) issued a restriction notice against the march by the “People in Solidarity with Palestinians” (hereafter PSP) inside Myeongdong streets in Seoul. On November 14, the court rejected PSP’s application for an injunction to suspend enforcement of this restriction notice, thereby siding with the police in their attempt to attack democratic rights. We condemn the police and the court for attempting to suppress the voice of justice with power.
The police cited “safety concerns” and “fears of friction” as reasons for the restriction notice, but in reality, this is a veiled suppression of the freedom of demonstration—a democratic right that must be guaranteed—and an attempt to stifle the voices of solidarity with Palestine.
Protests, demonstrations, and marches aim to gather people together to join their strength and widely publicize their claims and demands. Their purpose is to draw the attention and interest of more people and rally support.
For the past two years, PSP has tried to gather participants from very diverse backgrounds together every week and to spread the cause of Palestinian liberation and appealed for international solidarity. Our marches on the streets are part of these efforts to encourage such attention and participation. Do the police dare to problematize these rightful efforts?
Our marches on the streets have always been peaceful, filled with solidarity and energy. During our marches, including over 40 marches inside Myeondong street, there was no “friction” to be found; instead, support and encouragement poured in from numerous street vendors, citizens, and tourists. This is precisely why it is utterly absurd for the police to use recent anti-China protests as justification for restricting PSP marches.
Israel appears determined to deny Palestine even a shred of peace, continuing its bombardment and blocking aid even after ceasefire agreement in October. Over 69,000 Palestinians have been killed, 10,000 are missing, and 170,000 have been injured. The majority of the victims are children. With 85 percent of Gaza destroyed, even the entry of heavy machinery for reconstruction is being blocked, leaving residents with no means to escape the approaching winter cold.
Those who support Israel’s genocide and bear accountability for it are the ones who fear the voices of solidarity with Palestine growing louder.
Israel’s crimes have long been internationally documented through the International Court of Justice and UN reports, yet the South Korean government has increased cooperation with Israel, even continued exporting parts for Israeli fighter jets.
Western governments siding with Israel have banned rallies, assaulted protesters, and suppressed them under all sorts of pretexts. Yet despite such attempts, hundreds of thousands took to the streets in protests in Germany and Britain, while in Italy a general strike in solidarity with Palestine finally brought the entire country to a halt.
Our Palestinian solidarity movement, which has fought against oppression, will not compromise one bit against the police’s attempts to restrict democratic rights. The police have already once tried to attack Palestinian activists by claiming they violated the Assembly and Demonstration Act, but that attempt ultimately failed when no charges were filed. We will not waver walking in this path until we achieve justice: an end to the occupation and the liberation of Palestine.
