오는 2025년 8월 25일(월)부터 8월 29일(금)까지 서울 국립중앙박물관에서 ‘디지털 헤리티지 심포지엄 CIPA 2025 SEOUL’이 개최됩니다. CIPA 심포지엄은 디지털 헤리티지(문화유산) 분야에서 전 세계적으로 가장 중요한 학술 행사 중 하나로, 올해 30주년을 맞아 ‘디지털 기술을 활용한 문화유산 보존’을 주제로 하여 카이스트와 국립중앙박물관의 공동 주관으로 열립니다.
이처럼 유서 깊은 학술 행사에 인종 학살과 문화 유산 파괴 공범 기관인 이스라엘 테크니온 대학이 참가할 예정입니다. 문화 유산의 가치와 보존의 중요성을 말하는 자리에 전쟁 범죄 공조 기관을 위한 자리는 없습니다.
그동안 한국에서 이스라엘의 학살 중단과 팔레스타인의 해방을 위해 힘을 모아 온 우리 ‘팔레스타인인들과 연대하는 사람들’은 국립중앙박물관·카이스트 당국이 테크니온 공과대학 참가를 취소할 것을 엄중히 요구합니다.
테크니온은 학살 공범 기관입니다
테크니온 공과대학은 평범한 교육 기관이 아닙니다. 테크니온은 명백히 이스라엘 아파르트헤이트 부역 기관입니다.
테크니온은 지난 77년간 이어져 온 이스라엘의 점령을 과학 기술로 뒷받침하고, 이스라엘 정부와 군대, 방산 산업과 매우 긴밀한 관계를 맺어 왔습니다.
이 대학은 이스라엘 항공우주 산업(IAI), 라파엘 첨단 방위 시스템, 엘빗 시스템과 같은 이스라엘 방산 산업과 매우 밀접합니다. 이스라엘의 최대 방산 기업인 IAI와 라파엘은 테크니온이 구축한 인프라를 바탕으로 설립되었고, 테크니온과 연구 개발 분야에서 꾸준히 협력하고 있습니다. 이들 기업은 현재 가자지구 인종 학살에 사용되는 무기를 이스라엘 군에 공급했을 뿐만 아니라, 팔레스타인 주민들을 대상으로 한 ‘실전 테스트’를 통해 무기 체계를 개발해 왔습니다.
테크니온은 군사용 무인 차량 및 드론, 팔레스타인 주택 파괴(국제법상 집단 처벌로 간주)에 사용되는 무인 불도저의 원격 제어 기능, 팔레스타인인들의 시위 해산을 목적으로 한 음향 무기 등을 개발해 왔습니다. 그뿐 아니라 이스라엘 정부와 안보 관련 협력을 강화하기 위해 안보 과학기술센터를 설립하고, 이스라엘 군을 위한 고등 교육 프로그램도 운영하고 있습니다.
이스라엘은 문화 유산을 철저히 파괴해 왔습니다
테크니온은 CIPA2025에서 ‘문화유산 중요성 평가를 위한 인공지능(AI)의 활용’을 주제로 사전 워크숍을 열 자격이 없습니다.
1968년 CIPA를 설립한 기관 중 한 곳인 국제기념물유적협의회(ICOMOS)의 팔레스타인 위원회에 따르면, 이스라엘은 4000년 이상의 역사를 지닌 가자지구의 대체 불가능한 팔레스타인 문화 유산을 의도적으로 공격하고 파괴했습니다. 또한 가자지구의 350개 고고학 유적지, 역사 지구, 자연 랜드마크, 전통 건물 중 최소 3분의 2가 “일부 또는 전체 폭격을 받아 파괴되었으며, 이는 팔레스타인 사람들의 문화적, 인간적 유산과 세계 문화 유산이 심각하게 손실되었음을 나타냅니다.”(ICOMOS 아랍 지역 그룹) 한편, 세계 문화유산을 선정하고 관리하는 ‘유네스코’는 지난 5월, 2023년 10월 7일 이후 가자지구에서 110개 유적지에 대한 피해를 확인했다고 발표했습니다.
그뿐 아니라 이스라엘은 끔찍하게도 가자지구에서 광범한 공격 표적 목록을 생성하는 데 AI를 활용하고 있습니다.
국립중앙박물관과 카이스트는 학살 앞에 침묵할 것입니까
올해는 광복 80주년입니다. 그러나 팔레스타인인들은 이스라엘로부터의 독립을 염원하면서 저항을 이어가고 있고, 지금 이 순간에도 이스라엘은 정착촌을 확대하겠다면서 팔레스타인인들의 땅과 집을 빼앗고 있습니다. 하루아침에 살 곳을 잃은 난민들은 귀환할 권리를 요구하면서 수십 년째 싸우고 있습니다.
2023년 10월 이래 계속된 학살로 인해 이제까지 6만 명이 넘는 팔레스타인인들이 목숨을 잃었습니다. 이스라엘의 전면적인 봉쇄로 구호품이 끊긴 가자지구 주민들은 심각한 기근에 시달리고 있습니다. 이것은 명백한 “기아 학살”입니다.
지난해 1월 국제사법재판소(ICJ)는 인종 학살 행위를 방지하고 가자지구로의 구호품 반입을 허용하라고 이스라엘에 명령한 바 있습니다. 국제형사재판소(ICC)의 검사장 카림 칸은 전쟁 범죄와 반인륜적 범죄 혐의로 이스라엘 총리 베냐민 네타냐후에 대한 체포 영장을 청구했습니다. 그러나 이스라엘은 이 모든 결정을 무시해 왔습니다.
국립중앙박물관과 카이스트 당국은 학살 기관들의 피 묻은 손을 기어코 잡을 것입니까? 국립중앙박물관은 문화체육관광부 소속 기관으로서, 2023년 기준 미술관, 박물관에서 관람객 수가 전 세계 박물관·미술관 중 6위, 아시아 1위를 기록할 만큼 세계적 위상이 높아졌습니다. 카이스트 또한 과학기술정보통신부 산하의 기타공공기관으로서 그 사회적 책무가 막중하다 할 것입니다. 두 기관이 공동 주관하는 국제적 행사에 아파르트헤이트 부역 기관이 공식적으로 참가하는 것은 학살과 점령을 ‘정상화’하고, 그에 대한 책임을 희석시킬 것입니다.
국립중앙박물관과 카이스트 당국이 양심의 편에 양심과 정의의 편에 서고자 한다면, 테크니온의 CIPA2025 참가를 지금 당장 취소해야 합니다.
이스라엘의 반인도적, 야만적 범죄 행위에 항의하면서 전 세계적으로 팔레스타인 연대와 이스라엘 보이콧 요구는 날로 커져가고 있습니다. 올해 6월 국제사회학회(ISA)는 ISA 포럼 개최를 앞두고 ‘인종 학살을 규탄하지 않은’ 이스라엘 사회학회(ISS)의 회원 자격을 정지시켰습니다. 또한 세계 고고학 회의(WAC)는 이스라엘의 불법 정착촌에 기반한 아리엘 대학과 제휴한 학자를 10차 WAC 대회 참가자에서 제외했습니다.
팔레스타인인들은 CIPA 2025 조직위원회에게 이번 심포지엄에서 테크니온을 제외하라고 공개적으로 촉구하고 있습니다.(출처: PACBI, ‘팔레스타인 학술․문화 보이콧 캠페인’) 국립중앙박물관과 카이스트 당국이 이 정당한 요구에 귀 기울이고 수용하기를 바랍니다. 만일 그렇게 하지 않는다면 두 기관은 국내외적으로 강력한 항의에 직면하게 될 것입니다.

From August 25 (Monday) to August 29 (Friday), 2025, the “CIPA 2025 SEOUL: Heritage Conservation from Bits: From Digital Documentation to Data-driven Heritage Conservation” will be held at the National Museum of Korea in Seoul. The CIPA Symposium is one of the most significant academic events globally in the field of digital heritage. This year, on its 30th anniversary, it will be co-hosted by KAIST and the National Museum of Korea under the theme of preservation of cultural heritage through digital technology.
Despite the prestigious nature of this event, the Israel Institute of Technology (Technion), a collaborator in genocide and the destruction of cultural heritage, is scheduled to participate. There is no place at a forum dedicated to the value and preservation of heritage for an institution complicit in war crimes.
We, ‘People in Solidarity with Palestinians,’ who have worked together in South Korea for an end to Israel’s massacres and for the liberation of Palestine, strongly demand that the National Museum of Korea and KAIST cancel Technion’s participation in this event.
Technion is An Institution Complicit in Genocide
Technion is not a neutral academic institution. It is clearly a collaborator in Israeli apartheid.
Technion has supported Israel’s 77-year-long occupation through science and technology and maintains very close ties with the Israeli government, military, and defense industry.
It is deeply connected with Israeli defense companies such as Israel Aerospace Industries (IAI), Rafael Advanced Defense Systems, and Elbit Systems. In fact, IAI and Rafael—Israel’s largest defense companies—were founded based on infrastructure developed at Technion and continue to collaborate with the university in R&D.
These companies have supplied weapons used in the current genocide in Gaza and have developed weapons systems through “live testing” on Palestinians. Technion has developed military unmanned vehicles and drones, remote-controlled bulldozers used for the demolition of Palestinian homes (an act considered collective punishment under international law), and sound weapons used to disperse protests by Palestinians. It has also established a security science and technology center to strengthen collaboration with the Israeli government and operates advanced education programs for the Israeli military.
Israel Has Systematically Destroyed Cultural Heritage
Technion has no right to hold a pre-conference workshop at CIPA 2025 under the theme “AI for Cultural Heritage Significance Assessment.”
According to the Palestine Committee of the International Council on Monuments and Sites (ICOMOS)—one of the founding organizations of CIPA—Israel has deliberately attacked and destroyed irreplaceable Palestinian cultural heritage in Gaza, which spans over 4,000 years of history. ICOMOS’s Arab region group reports that at least two-thirds of Gaza’s 350 archaeological sites, historic districts, natural landmarks, and traditional buildings have been partially or completely bombed. This constitutes a severe loss not only to Palestinian cultural and human heritage but also to global cultural heritage.
UNESCO, which manages the World Heritage List, confirmed in May that 110 heritage sites had been damaged in Gaza since October 7, 2023.
Even more horrifically, Israel is reportedly using AI to generate extensive target lists for its attacks on Gaza.
Will the National Museum of Korea and KAIST Remain Silent in the Face of Genocide? This year marks the 80th anniversary of Korea’s liberation. Yet Palestinians continue to resist in pursuit of independence from Israel. Even now, Israel is expanding its settlements and stealing Palestinian land and homes. Refugees who lost their homes overnight have been fighting for decades for their right to return.
Since October 2023, over 60,000 Palestinians have been killed due to Israel’s ongoing massacres. Due to Israel’s total blockade, Gaza residents are suffering from extreme famine. This is clearly a “genocide by starvation.”
In January 2024, the International Court of Justice (ICJ) ordered Israel to prevent genocidal acts and allow the delivery of humanitarian aid to Gaza. The prosecutor of the International Criminal Court (ICC), Karim Khan, requested arrest warrants for Israeli Prime Minister Benjamin Netanyahu on charges of war crimes and crimes against humanity. Israel, however, has ignored all these international rulings.
Will the National Museum of Korea and KAIST still shake hands with institutions complicit in genocide?
The National Museum of Korea, affiliated with the Ministry of Culture, Sports and Tourism, ranked 6th globally and 1st in Asia for museum visitors in 2023, gaining worldwide recognition. KAIST, a public institution under the Ministry of Science and ICT, also bears significant social responsibility. Allowing an apartheid-complicit institution to officially participate in a major international event co-hosted by these two institutions would normalize genocide and occupation and dilute accountability.
If the National Museum of Korea and KAIST wish to stand on the side of conscience and justice, they must cancel Technion’s participation in CIPA 2025 immediately.
Protests against Israel’s inhumane, barbaric crimes and global solidarity with Palestine—along with calls to boycott Israel—are growing stronger every day.
In June this year, the International Sociological Association (ISA) suspended the membership of the Israeli Sociological Society (ISS) ahead of its upcoming forum for failing to denounce genocide. Likewise, the World Archaeological Congress (WAC) excluded a scholar affiliated with Ariel University—a university located in an illegal Israeli settlement—from participating in its 10th congress.

We urge the National Museum of Korea and KAIST to listen to and accept this just demand. If not, both institutions will face strong protests, both domestically and internationally.
