CIPA2025에서 학살, 문화유산 파괴 공범
이스라엘 테크니온 대학을 제외해야 합니다
국립중앙박물관 유홍준 신임 관장님께
저희는 재한 팔레스타인인들과 다양한 이주 배경의 활동가들, 국내 시민사회단체로 구성된 연대체 ‘팔레스타인인들과 연대하는 사람들’입니다. 그동안 이스라엘의 학살 중단과 팔레스타인 해방을 위해 활동해 왔습니다.
먼저 국립중앙박물관 관장 취임을 축하드립니다.
관장님의 저서 《나의 문화유산 답사기》는 수많은 이들에게 우리 문화유산의 소중함을 일깨워 주었고, 박정희 정권 시절부터 이어 온 관장님의 민주화와 반독재의 길은 오늘날에도 깊은 존경을 받고 있습니다.
그러나 지금 이 순간, 팔레스타인의 문화유산은 이스라엘에 의해 파괴되고 있으며, 팔레스타인 민중은 이스라엘의 봉쇄로 인한 굶주림과 인종 학살 속에서 고통받고 있습니다. 팔레스타인 땅에서는 문화유산 답사 자체가 불가능한 상황이 되었고, 수많은 팔레스타인 청년들은 관장님께서 겪으셨던 독재 시대의 억압과 다름없는 현실을 살아가고 있습니다.
2014년 유홍준 관장님께서 이스라엘의 가자 공격과 학살을 규탄한 공동호소문 ‘이스라엘의 팔레스타인 가자지구 침공과 민간인 학살은 즉각 중단되어야 합니다’에 동참하신 일을 기억합니다. 그때의 정의로운 요구는 11년이 지난 오늘날에도 유효합니다.
특히, 8월 25일부터 국립중앙박물관 공동 주관으로 개최되는 CIPA2025에 이스라엘의 테크니온 공과대학이 초청돼 참여합니다. 테크니온은 단순한 교육기관이 아니라, 가자지구 학살에 사용되는 인공지능(AI)과 군사 기술을 선도적으로 개발해 온 과학기술 기관입니다. 이스라엘의 불법 점령과 민간인 학살, 문화유산 파괴 등 전쟁 범죄에 깊이 연루된 곳입니다.
이러한 기관에 국제 문화유산 학술대회의 무대를 허용하는 것은, 팔레스타인 문화유산의 말살을 묵인하는 것과 다르지 않습니다. ICOMOS(국제기념물유적협의회) 팔레스타인위원회는 이스라엘이 “4000년 이상의 역사를 지닌 가자지구의 대체 불가능한 팔레스타인 문화유산을 고의적으로 공격하고 파괴했다”고 지적했습니다.
팔레스타인인들과 그들의 해방을 지지하는 사람들은 국립중앙박물관이 테크니온의 CIPA2025 참가를 취소하기를 요청하고 있습니다. 관장님께서 현재까지 이어 온 양심의 목소리로, 문화유산 말살과 인종 학살에 책임이 있는 기관이 국제 사회에서 설 자리가 없다는 것을 보여 준다면, 한국 사회뿐 아니라 세계에도 큰 울림이 될 것입니다.

an institution associated with Israel’s genocide and the destruction of cultural heritage, in CIPA2025.
To Dr. Yoo Hong-jun, newly appointed Director General of the National Museum of Korea,
We are ‘People in Solidarity with Palestinians,’ a coalition of Palestinians in Korea, activists of various migrant backgrounds, and Korean civil society organizations. We have been working to end Israel’s massacres and support the liberation of Palestine.
First of all, congratulations on your appointment as Director General of the National Museum of Korea.
Your book 《My Exploration of Cultural Heritage》 has inspired countless people to recognise the value of Korea’s cultural heritage, and your path of pro-democraticy and resistance to dictatorship since the Park Chung-hee regime continues to earn deep respect to this day.
However, at this very moment, Palestine’s cultural heritage is being destroyed by Israel, and the Palestinian people are suffering under famine and genocide caused by Israel’s blockade. In Palestine, even exploring cultural heritage is no longer possible, and countless young Palestinians live under oppression no different from what you yourself experienced during the era of dictatorship.
We remember that you joined the 2014 joint statement condemning Israel’s attacks and massacres in Gaza: “Israel’s invasion of the Gaza Strip and the massacre of civilians must be stopped immediately.” That righteous appeal still holds true 11 years later.
Particularly concerning is the upcoming CIPA2025 conference hosted by the National Museum of Korea, where Israel’s Technion – Israel Institute of Technology – has been invited to participate. Technion is not merely an academic institution; it is a leading developer of artificial intelligence (AI) and military technologies used in the massacres in Gaza. The institution is deeply complicit in Israel’s war crimes, including illegal occupation, the killing of civilians, and the destruction of cultural heritage.
Allowing such an institution a platform at an international cultural heritage conference is tantamount to condoning the erasure of Palestinian cultural heritage. ICOMOS (International Council on Monuments and Sites) Palestine Committee has stated that Israel has “intentionally attacked and destroyed the irreplaceable Palestinian cultural heritage of Gaza, which has a history of over 4,000 years.”
Palestinians and supporters of their liberation are calling on the National Museum of Korea to cancel the participation of Technion in CIPA2025. If you take a stand guided by conscience, as has been done so far, and shows that institutions responsible for the destruction of cultural heritage and genocide have no place in the international community, it will resonate not only in Korean society but also around the world.
We look forward to your decision in support of the Palestinian people and their cultural heritage.
