팔레스타인 연대 활동 방해한 민주노총 조직국장 정재현, 총무국장 김선민 규탄하다!

민주노총 지도부, ‘팔레스타인인들과 연대하는 사람들’과의 면담에서 “적절치 않은” 행위에 필요한 조치 검토하기로!

11월 2일 오후 1시, ‘팔레스타인인들과 연대하는 사람들’(이하 팔연사)은 민주노총 사무실을 공식 방문했다. 지난 9월 13일 전국이주노동자대회에서 민주노총 조직국장 정재현, 총무국장 김선민이 팔레스타인 연대 활동을 방해한 행위에 항의하기 위해서였다.

팔연사 공동간사인 나리만 루미(재한 팔레스타인인)씨를 비롯한 이주배경 유학생과 이주노동자, 청년, 교사 등 활동가 7명이 함께했고 민주노총 지도부인 이재진 민주노총 비상대책위원장(사무금융노조 위원장), 홍지욱 집행위원장(민주노총 부위원장)과 약 45분간 면담하고 항의 서한을 전달했다. 또한, 같은 날 2시 민주노총 상임집행위원회 참석자들에게도 항의 서한을 배포하며 회의장 앞에서 팻말 시위를 했다.

이날 항의 방문의 핵심 요구는 ‘조직적 결정도 없이 행한 민주노총 간부들의 팔레스타인 연대 활동 방해를 바로잡고, 같은 일이 재발하지 않도록 조치를 취하라’는 것이었다.

9월 13일 전국이주노동자대회에서 벌어진 팔레스타인 연대 활동 방해

지난 9월 13일 전국이주노동자대회에서 재한 팔레스타인인을 포함 팔연사 활동가들은 ‘가자 학살 3년, 10.11 국제 공동 행동’을 알리는 활동을 하고 있었다.

그런데 민주노총 김선민 총무국장이 별안간 홍보 부스를 찾아와 팔연사가 주최하는  ‘10월 11일 행동이 노동자연대와 관련된 행사인가’ 거듭 물었다. 그러더니 팔연사 부스에서 연대 물품을 구입하거나 명함을 받아 간 참가자들에게 다가가 다음과 같이 소리쳤다.

“팔연사는 노동자연대가 있어서 같이 안 한다. 10월 11일 말고 10월 3일 집회로 참가하라.”

당시 집회 사회자였던 민주노총 정재현 조직쟁의국장도 공식 연단에서 다음과 같이 방송했다.

“오늘 집회하는 동안 ‘팔레스타인 연대하는 사람들’이라고 하면서 웹 포스터를 배포하신 분들이 있습니다. 이 웹 포스터를 배포한 단위는 민주노총과 연대하지 않는 노동자연대가 주축이 돼서 진행하는 행동입니다. 민주노총은 팔레스타인 평화 연대를 위해서 10월 3일날 보신각에 모일 예정입니다. 그래서 이 웹자보에 공지된 일정은 민주노총과 무관하단 말씀을 다시 한번 드리겠습니다.”

김선민 국장은 참가자들에게 양자택일의 문제로 대립시키며 10.11 집회가 아니라 다른 집회에 참가하라고 지시했고, 정재현 국장 역시 집회 공식 연단을 이용해 조합원들이 10.11 국제공동행동의 날 연대 호소에 응하지 못하도록 팔연사의 홍보 활동을 방해했다. 3년 넘게 끔찍한 인종학살이 벌어지는 한복판에서 팔레스타인 연대 활동을 가로막은 것이다!

‘조직적 결정은 없었다’면서도 연대 방해!
재발 방지 조치 없어!

팔연사는 9월 13일 전국이주노동자대회를 주최한 민주노총·금속노조·이주노조에 공식 항의 서한을 보냈고, 이후로도 추가 공문과 수 차례 연락을 통해 입장 확인과 재발 방지를 요구했다.

이 과정에서 이정희 당시 민주노총 정책실장은 ‘민주노총이 팔연사나, 노동자연대가 참여하는 연대체에 대해서는 별도의 조직적 결정을 내리지 않았다’는 점을 설명했다. 또한 ‘개인적으로 정재현 국장의 행동이 과했다’는 입장이라고 했다.

섹알마문 이주노조 수석부위원장도 ‘당시 (민주노총 간부들의) 행동이 잘못됐다’는 개인 의견을 전했다.

그럼에도 민주노총 차원의 재발 방지 조치가 이뤄졌다는 소식은 듣지 못했다. 이에 팔연사가 직접 민주노총 사무실을 찾아가 항의하기에 이른 것이다.

민주노총 스스로 팔연사에 대한 조직적 결정을 내린 바 없다고 밝힌 만큼, 조직 간부들이 자의적으로 팔레스타인 연대 활동을 방해하는 일이 반복되지 않도록 민주노총 지도부는 즉각 조치를 취해야 한다.

민주노총 비대위 지도부와의 면담 결과

11월 2일 면담에서 나리만 공동간사는 팔연사의 활동을 소개하고, 9월 13일 발생한 연대 방해 사건과 그동안의 항의 경과를 설명했다.

이재진 비대위원장과 홍지욱 집행위원장은 이번 사건을 이날 처음 자세히 접했다며 사실관계 확인이 필요하다는 입장을 밝혔다.

재한 팔레스타인인 나리만 공동간사는 팔연사의 참여 단체 범위나 자격을 결정하거나 연대 활동을 제한하면 안 된다고 했다. 특히 전국이주노동자대회에서 민주노총 간부들에 의해, 한국에 이주한 팔레스타인인들이 직접 이끄는 연대체 활동이 방해받은 것은 매우 심각한 문제라는 점을 강조했다.

홍지욱 집행위원장은 사건 경위를 들은 뒤 다음과 같이 말했다.

“정황상 좀 적절치 않아 보이긴” 한다며 “필요하다면 필요한 조치를, 사과가 필요하면 사과를 해야 되는 것이죠” 라고 사실관계를 확인 후 필요한 조치를 검토하겠다고 밝혔다.

항의 면담에 동석한 팔연사 활동가들은 11월 7일 전국노동자대회 참가 계획을 알리며, 그날 같은 방해 행위가 벌어지지 않도록 재발 방지를 요구했다.

이에 홍지욱 집행위원장은 ‘오시라’며 전국노동자대회가 일반 시민들도 참가하는 대회인 만큼 신중하게 준비하고 있다며 다음과 같이 답했다.

“(팔레스타인 연대 활동 방해) 그런 일은 있지 않을 겁니다.”

팔레스타인인들의 연대 활동과 결정권은 존중받아야 한다

‘팔레스타인인들과 연대하는 사람들’은 재한 팔레스타인인들이 직접 조직하고 이끄는 연대체다. 현재 44개 단체가 참여하고 있으며, 다양한 이주 배경의 활동가들과 한국 단체들이 함께 팔레스타인 연대 활동을 벌이고 있다.

팔레스타인인들은 자신의 해방을 위해 누구와 함께 활동하고 어떤 방식으로 연대할지 스스로 결정할 권리가 있다. 다른 조직 사이의 갈등을 이유로 팔레스타인인들과 그 연대자들이 피해를 입거나 활동을 방해받아서는 안 된다.

팔연사와의 공식 면담에서 민주노총 지도부는 ‘사실관계를 확인하고 필요한 조치를 검토하겠다’는 입장을 밝혔다. 또한 11월 7일 전국노동자대회에서는 지난 9월 벌어진 것과 같은 연대 방해가 없을 것이라고 답했다.

민주노총은 조직적 결정도 없이 행한 소속 간부들의 팔레스타인 연대 활동 방해를 바로잡고, 같은 일이 반복되지 않도록 조속히 조치를 취해야 한다.

팔연사는, 민주노총 지도부가 조직 간부들의 연대 활동 방해를 어떻게 처리하고, 재발을 막기 위해 어떤 조치를 취하는지 지켜볼 것이다. 또다시 팔레스타인 연대 활동 방해가 벌어진다면, 우리는 재한 팔레스타인인들과 다양한 이주 배경의 참가자들, 한국 단체들과 함께 항의할 것이다.

KCTU Leadership Agrees to Consider Measures to Address “Inappropriate” Conduct Following Meeting with People in Solidarity with Palestinians!

At 1 p.m. on November 2, People in Solidarity with Palestinians (PSP) made an official visit to the offices of the Korean Confederation of Trade Unions (KCTU). The visit was to protest the obstruction of Palestine solidarity activities by KCTU Organizing manager Jung Jae-hyun and General Affairs manager Kim Sun-min at the National Migrant Workers’ Rally on September 13.

Seven activists took part, including PSP co-secretary Nareman, a Palestinian living in South Korea, as well as students from migrant backgrounds, migrant workers, young people and teachers. They met for approximately 45 minutes with KCTU Emergency Committee Chair Lee Jae-jin (President of the Korean Financial Industry Union) and Executive Committee Chair Hong Ji-wook (KCTU Vice President), and delivered a protest letter. At 2 p.m. the same day, they also distributed the letter to participants in the KCTU Standing Executive Committee meeting and held a placard protest outside the meeting room.

The central demand of the protest visit was: “Rectify the obstruction of Palestine solidarity activities carried out by KCTU officials without any organizational decision, and take measures to ensure that such incidents do not happen again.”

Obstruction of Palestine Solidarity Activities at the September 13 National Migrant Workers’ Rally

At the National Migrant Workers’ Rally on September 13, PSP activists, including Palestinians living in South Korea, were publicizing the “October 11 Global Day of Joint Action: Three Years of Genocide in Gaza.”

However, KCTU General Affairs manager Kim Sun-min suddenly approached the outreach stall and repeatedly asked whether the October 11 action organized by PSP was connected to Workers’ Solidarity. He then approached rally participants who had purchased solidarity merchandise or taken business cards from the PSP stall and shouted:

“We don’t work with People in Solidarity with Palestinians because Workers’ Solidarity is part of it. Attend the October 3 rally instead of the October 11 rally.”

Jung Jae-hyun, the KCTU manager of Organizing and Industrial Disputes, who was serving as the rally’s MC, also made the following announcement from the official stage:

“During today’s rally, there have been people distributing a web poster under the name ‘People in Solidarity with Palestine.’ The action being promoted by those distributing this poster is primarily led by Workers’ Solidarity, an organization with which the KCTU does not maintain solidarity relations. The KCTU will gather at Bosingak on October 3 in solidarity for peace in Palestine. So I would like to make it clear once again that the event announced on this web poster has nothing to do with the KCTU.”

Kim Sun-min presented the two rallies as mutually exclusive choices and instructed participants to attend another rally instead of the October 11 action. Jung Jae-hyun likewise used the rally’s official stage to obstruct PSP’s outreach, discouraging union members from responding to appeals for solidarity with the October 11 Global Day of Joint Action.

They obstructed Palestine solidarity activities in the midst of a horrific genocide that has continued for more than three years!

Obstructing Solidarity Despite Saying There Was “No Organizational Decision”!
No Measures to Prevent Recurrence!

PSP sent an official letter of protest to the KCTU, the Korean Metal Workers’ Union and the Migrants’ Trade Union, which had organized the September 13 National Migrant Workers’ Rally. We subsequently sent further official correspondence and contacted them repeatedly, demanding clarification of their position and measures to prevent a recurrence.

During this process, Lee Jung-hee, then the KCTU’s Policy Director, explained that “the KCTU had made no separate organizational decision regarding PSP or coalitions in which Workers’ Solidarity participates.” He also expressed his personal view that Jung Jae-hyun’s conduct had gone too far.

Sheikh Al Mamun, Senior Vice President of the Migrants’ Trade Union, likewise expressed his personal opinion that the KCTU officials’ conduct that day was wrong.

Nevertheless, we received no information that the KCTU had taken any measures to prevent such incidents from happening again. This ultimately led PSP to visit the KCTU offices in person to protest.

Since the KCTU itself has stated that it made no organizational decision concerning PSP, its leadership must immediately take measures to ensure that union officials do not arbitrarily obstruct Palestine solidarity activities again.

Results of the Meeting with the KCTU Emergency Committee Leadership

At the November 2 meeting, PSP co-secretary Nareman introduced the coalition’s activities and explained the September 13 obstruction incident and the course of our protests since then.

Emergency Committee Chair Lee Jae-jin and Executive Committee Chair Hong Ji-wook said that this was the first time they had heard the details of the incident and that they needed to establish the facts.

Nareman stressed that the KCTU must not decide which organizations may participate in PSP, determine their eligibility or restrict the coalition’s solidarity activities. She emphasized that it was particularly serious that KCTU officials had obstructed the activities of a coalition directly led by Palestinians who had migrated to South Korea, at the National Migrant Workers’ Rally of all places.

After hearing the account of the incident, Executive Committee Chair Hong Ji-wook said that “given the circumstances, it does seem somewhat inappropriate.” He added that, after establishing the facts, they would consider necessary measures:

“If measures are needed, we should take the necessary measures. If an apology is needed, then an apology should be made.”

PSP activists attending the protest meeting also informed the KCTU leadership of their plans to participate in the November 7 National Workers’ Rally and demanded that measures be taken to prevent similar obstruction that day.

Hong Ji-wook responded by inviting them to attend and explaining that the rally was being prepared with particular care because members of the general public would also participate. He then stated:

“There will be no such incidents [of obstruction of Palestine solidarity activities].”

Palestinians’ Solidarity Activities and Right to Make Their Own Decisions Must Be Respected

People in Solidarity with Palestinians is a coalition directly organized and led by Palestinians living in South Korea. It currently brings together 44 organizations, with activists from diverse migrant backgrounds and Korean organizations working together in solidarity with Palestine.

Palestinians have the right to decide for themselves whom to work with and how to organize their activities for their own liberation. Palestinians and those who stand in solidarity with them must not be made to suffer or have their activities obstructed because of disputes between other organizations.

At the official meeting with PSP, the KCTU leadership stated that it would “establish the facts and consider necessary measures.” It also said that there would be no repeat of the obstruction that occurred in September at the November 7 National Workers’ Rally.

The KCTU must promptly rectify the obstruction of Palestine solidarity activities carried out by its officials without any organizational decision and take measures to ensure that such incidents are not repeated.

PSP will closely watch how the KCTU leadership deals with its officials’ obstruction of solidarity activities and what measures it takes to prevent a recurrence. If Palestine solidarity activities are obstructed again, we will protest together with Palestinians living in South Korea, participants from diverse migrant backgrounds and Korean organizations.
