이스라엘이 팔레스타인 서안지구 전역에 대한 봉쇄를 강화하고, 특히 헤브론에서 대규모로 주민들을 집에서 내쫓고 있다. 이스라엘 총리 네타냐후는 10월 23일 팔레스타인인 2명에 의해 이스라엘 군인 2명이 사망한 사건을 구실로 헤브론을 봉쇄하고 대규모 군사작전을 벌였다. 나아가 이러한 조처를 서안지구 전역으로 확대하는 군사작전까지 발표했다.
그러나 이스라엘군은 이미 10월 초부터 서안지구 팔레스타인인들의 이동의 자유를 심각하게 제한하고, 군사 검문소의 검문을 강화하며, 강제 퇴거를 확대해 왔다. 이스라엘 정착민들의 공격도 갈수록 격화하고 있었다. 이스라엘은 수십 년 동안 서안지구를 점령해 왔으며, 팔레스타인인들을 계속 체포하고 살해해 왔다. 그 희생자 중에는 어린이들도 다수 포함돼 있다. 이런 상황에서 이스라엘은 팔레스타인인들의 저항을 구실로 점령과 지배를 한층 강화하려 하고 있다.
헤브론에서는 이스라엘군이 주택과 상점, 도로를 파괴하고 주민들에게 강제 퇴거 명령을 내렸다. 이미 3,000명이 넘는 팔레스타인인들이 집에서 쫓겨났으며, 이스라엘군은 주민들이 떠난 주택을 군사기지와 감시초소로 사용하고 있다. 헤브론 시장은 “도시 전체가 봉쇄됐고, 재난 지역이 됐다”며 국제사회에 상황의 심각성을 직시해 달라고 호소했다.
이스라엘은 가자지구를 봉쇄해 생지옥으로 만드는 한편, 서안지구에서도 불법 정착촌을 계속 확장하고 팔레스타인인들의 토지를 빼앗아 왔다. 가자지구와 서안지구에서 벌어지는 일은 이스라엘이 팔레스타인을 점령하기 위해 자행해 온 인종청소와 식민 지배의 연장선에 있다.
이러한 이스라엘의 식민 점령 프로젝트와 그에 따른 공격은 미국의 지원 아래 진행되고 있다. 네타냐후는 이스라엘 총선을 앞두고 강경한 군사적 대응을 통해 지지층을 결집시키려 하고 있다. 미국 중간선거를 앞둔 도널드 트럼프 역시 선거가 끝나는 대로 이란을 공격하겠다고 위협하는 동시에 네타냐후의 재선을 공개적으로 지지한다고 밝혔다.
우리는 현재 이스라엘의 헤브론 공격이 지난해 서안지구 북부의 제닌과 툴카렘에서 벌어졌던 것과 같은 대규모 강제 이주로 이어질 위험을 경계해야 한다. 2025년 1월 이스라엘군은 이른바 ‘철벽 작전’을 개시해 제닌과 툴카렘, 누르샴스 난민촌을 공격했고, 그 결과 4만 명이 넘는 팔레스타인인들이 삶의 터전에서 쫓겨났다. 이스라엘군은 주택과 기반시설을 대규모로 파괴하고 주민들의 귀환을 막았다. 지금까지도 수만 명이 집으로 돌아가지 못하고 있다. 헤브론에서도 군사작전을 구실로 주민들이 삶의 터전에서 영구적으로 쫓겨날 위험이 있다.
우리는 서안지구 전역에 가해진 봉쇄와 이스라엘이 헤브론에서 자행하는 잔혹한 만행을 강력히 규탄한다. 지난해 제닌과 툴카렘에서 벌어진 대규모 강제 이주와 인종청소가 헤브론에서 되풀이돼서는 안 된다. 미국과 다른 서방 강대국들이 이스라엘에 제공하는 지원과 비호 역시 규탄받아 마땅하다.
팔레스타인인들의 저항은 이스라엘의 인권 침해에 대한 책임이 제대로 추궁되지 않는 상황에서 벌어지고 있다. 팔레스타인인들은 자신들이 홀로 내버려졌다고 느끼고 있다. 문제의 근본 원인인 이스라엘의 식민 지배를 해결하기 위한 실질적인 조처가 이뤄지지 않고 있기 때문이다. 팔레스타인 문제의 해결을 지금까지 미뤄 온 것은 상황을 더욱 악화시켰으며, 정의와 국제법보다 강대국들의 이해관계를 우선시하는 국제사회로 인해 팔레스타인인들이 계속 희생당하는 결과를 낳았다.
또한 일부 개인의 행동을 이유로 무관한 팔레스타인인들 전체에 집단적 처벌을 가하고, 수천 명을 삶의 터전에서 쫓아내는 것도 심각한 문제다. 유엔 팔레스타인 난민구호기구(UNRWA)가 발표한 보고서들 역시 이러한 상황에서 팔레스타인 난민들이 겪고 있는 참혹한 현실을 보여 준다.
따라서 한국 정부는 이스라엘에 대한 무기 수출을 즉각 중단하고 이스라엘과의 모든 관계를 단절해야 한다. 또한 한국은 일제 식민 지배에 맞서 투쟁했던 자신의 역사를 기억하고, 팔레스타인 문제의 정의로운 해결을 지지해야 한다.
우리는 이스라엘의 식민 점령과 인종청소에 반대하며, 해방을 위해 투쟁하는 팔레스타인인들과 굳건히 연대해 나갈 것이다.

Condemn Israel’s Siege of the Entire West Bank and the Forced Eviction of Hebron’s Residents!
Israel is tightening its siege of the entire Palestinian West Bank and driving residents from their homes on a massive scale, particularly in Hebron. Israeli Prime Minister Netanyahu used the killing of two Israeli soldiers by two Palestinians on October 23 as a pretext to impose a siege on Hebron and launch a large-scale military operation. He went further, announcing a military operation to extend these measures across the entire West Bank.
However, since early October, the Israeli military had already been severely restricting Palestinians’ freedom of movement in the West Bank, tightening inspections at military checkpoints, and expanding forced evictions. Attacks by Israeli settlers had also been escalating. Israel has occupied the West Bank for decades and has continued to arrest and kill Palestinians, including many children. Under these circumstances, Israel is seeking to further strengthen its occupation and control, using Palestinian resistance as a pretext.
In Hebron, the Israeli military has destroyed homes, shops, and roads, and issued orders forcing residents to leave their homes. More than 3,000 Palestinians have already been driven from their homes, and the Israeli military is using the vacated houses as military bases and observation posts. The mayor of Hebron appealed to the international community to recognize the gravity of the situation, saying, “The entire city has been placed under siege and has become a disaster zone.”
While Israel has turned the Gaza Strip into a living hell through its siege, it has continued to expand illegal settlements in the West Bank and seize Palestinian land. What is happening in Gaza and the West Bank is a continuation of the ethnic cleansing and colonial rule that Israel has carried out in order to occupy Palestine.
This Israeli project of colonial occupation and the attacks associated with it are being carried out with US support. Ahead of Israel’s general election, Netanyahu is seeking to rally his supporters through a hardline military response. Donald Trump, who is also facing the US midterm elections, has threatened to attack Iran as soon as the elections are over, while publicly declaring his support for Netanyahu’s reelection.
We must be alert to the danger that Israel’s current assault on Hebron could lead to mass forced displacement, as happened last year in Jenin and Tulkarm in the northern West Bank. In January 2025, the Israeli military launched the so-called “Iron Wall” operation, attacking Jenin, Tulkarm, and the Nur Shams refugee camp, driving more than 40,000 Palestinians from their homes. The Israeli military destroyed homes and infrastructure on a massive scale and prevented residents from returning. Even now, tens of thousands remain unable to return to their homes. In Hebron, too, there is a danger that residents will be permanently driven from their homes under the pretext of military operations.
We strongly condemn the siege imposed on the entire West Bank and the brutal atrocities Israel is committing in Hebron. The mass forced displacement and ethnic cleansing that took place in Jenin and Tulkarm last year must not be repeated in Hebron. The support and protection provided to Israel by the United States and other Western powers also deserve condemnation.
Palestinian resistance is taking place in a situation where Israel is not being properly held accountable for its human rights violations. Palestinians feel that they have been left to face these circumstances alone. This is because no substantive measures are being taken to address the root cause of the problem: Israel’s colonial rule. The continued postponement of a resolution to the Palestinian question has only worsened the situation, resulting in Palestinians continuing to suffer at the hands of an international community that prioritizes the interests of powerful states over justice and international law.
Moreover, collectively punishing all Palestinians for the actions of certain individuals with whom they have no connection, and driving thousands from their homes, is another serious problem. Reports published by the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) also reveal the appalling conditions that Palestinian refugees are enduring under these circumstances.
Therefore, the South Korean government must immediately halt arms exports to Israel and sever all ties with it. South Korea must also remember its own history of struggle against Japanese colonial rule and support a just resolution to the Palestinian question.
We oppose Israel’s colonial occupation and ethnic cleansing, and we will continue to stand in steadfast solidarity with Palestinians struggling for liberation.

ندين الحصار الإسرائيلي المفروض على الضفة الغربية بأكملها والإخلاء القسري لسكان الخليل!
تُشدّد إسرائيل حصارها المفروض على الضفة الغربية الفلسطينية بأكملها، وتطرد السكان من منازلهم على نطاق واسع، ولا سيما في الخليل. وقد اتخذ رئيس الوزراء الإسرائيلي نتنياهو من مقتل جنديين إسرائيليين على يد فلسطينيين اثنين في 23 أكتوبر/تشرين الأول ذريعةً لفرض الحصار على الخليل وشنّ عملية عسكرية واسعة النطاق. بل أعلن أيضًا عن عملية عسكرية لتوسيع نطاق هذه الإجراءات لتشمل الضفة الغربية بأكملها.
ولكن منذ أوائل أكتوبر/تشرين الأول، كان الجيش الإسرائيلي قد بدأ بالفعل بفرض قيود شديدة على حرية تنقّل الفلسطينيين في الضفة الغربية، وتشديد إجراءات التفتيش على الحواجز العسكرية، وتوسيع نطاق عمليات الإخلاء القسري. كما كانت هجمات المستوطنين الإسرائيليين تتصاعد بصورة متزايدة. وتحتل إسرائيل الضفة الغربية منذ عقود، وتواصل اعتقال الفلسطينيين وقتلهم، وكان من بين الضحايا عدد كبير من الأطفال. وفي ظل هذه الظروف، تسعى إسرائيل إلى تعزيز احتلالها وسيطرتها بصورة أكبر، متذرّعةً بمقاومة الفلسطينيين.
وفي الخليل، دمّر الجيش الإسرائيلي المنازل والمتاجر والطرق، وأصدر أوامر للسكان بإخلاء منازلهم قسرًا. وقد طُرد بالفعل أكثر من 2,600 فلسطيني من منازلهم، ويستخدم الجيش الإسرائيلي المنازل التي أُخليت قواعدَ عسكريةً ونقاطَ مراقبة. وقد ناشد رئيس بلدية الخليل المجتمع الدولي الالتفات إلى خطورة الوضع، قائلًا: «لقد فُرض الحصار على المدينة بأكملها، وأصبحت منطقة منكوبة».
وفي الوقت الذي حوّلت فيه إسرائيل قطاع غزة إلى جحيم حيّ من خلال حصاره، واصلت توسيع المستوطنات غير القانونية في الضفة الغربية والاستيلاء على أراضي الفلسطينيين. وما يجري في قطاع غزة والضفة الغربية هو امتداد للتطهير العرقي والحكم الاستعماري اللذين مارستهما إسرائيل من أجل احتلال فلسطين.
إن مشروع الاحتلال الاستعماري الإسرائيلي هذا، والهجمات المرتبطة به، يجريان بدعم من الولايات المتحدة. ويسعى نتنياهو، قبيل الانتخابات العامة الإسرائيلية، إلى حشد مؤيديه من خلال الرد العسكري المتشدد. كما هدّد دونالد ترامب، الذي يواجه بدوره انتخابات التجديد النصفي في الولايات المتحدة، بمهاجمة إيران فور انتهاء الانتخابات، وأعلن في الوقت نفسه تأييده العلني لإعادة انتخاب نتنياهو.
يجب أن نحذر من خطر أن يؤدي الهجوم الإسرائيلي الحالي على الخليل إلى تهجير قسري جماعي، كما حدث العام الماضي في جنين وطولكرم شمال الضفة الغربية. ففي يناير/كانون الثاني 2025، شنّ الجيش الإسرائيلي ما يُسمّى بعملية «السور الحديدي»، وهاجم جنين وطولكرم ومخيم نور شمس للاجئين، ما أدى إلى طرد أكثر من 40 ألف فلسطيني من ديارهم. ودمّر الجيش الإسرائيلي المنازل والبنية التحتية على نطاق واسع، ومنع السكان من العودة. وحتى الآن، لا يزال عشرات الآلاف غير قادرين على العودة إلى منازلهم. وفي الخليل أيضًا، هناك خطر أن يُطرد السكان من ديارهم بصورة دائمة بذريعة العمليات العسكرية.
إننا ندين بشدة الحصار المفروض على الضفة الغربية بأكملها، والفظائع الوحشية التي ترتكبها إسرائيل في الخليل. ويجب ألّا يتكرر في الخليل التهجير القسري الجماعي والتطهير العرقي اللذان وقعا في جنين وطولكرم العام الماضي. كما أن الدعم والغطاء اللذين تقدمهما الولايات المتحدة والقوى الغربية الأخرى يستحقان الإدانة.
إن العمليات التي ينفذها فلسطينيون تحدث في ظل غياب المساءلة عن الانتهاكات الإسرائيلية، ويرى الفلسطينيون أنفسهم متروكين وحدهم، إذ لا توجد خطوات جدية لحل المشكلة الجذرية، وهي أن إسرائيل دولة استعمارية في المقام الأول. إن تأجيل حل القضية الفلسطينية حتى هذه اللحظة زاد الأمور سوءًا، وجعل الفلسطينيين ضحايا مجتمع دولي يفضّل القوى ذات النفوذ على حساب العدالة والقانون الدولي الذي يجب الالتزام به.
كما أن معاقبة الفلسطينيين جميعًا، في إطار العقاب الجماعي، على أفعال أشخاص لا علاقة لهم بها، وتهجير الآلاف من منازلهم، يمثلان مشكلة أخرى. والتي تظهر من خلال التقارير الصادرة عن وكالة الأونروا، وهي وكالة الأمم المتحدة لإغاثة وتشغيل اللاجئين الفلسطينيين، والتي تصف الأوضاع التي يعيشها اللاجئون الفلسطينيون في ظل هذه الظروف.
لهذا، يجب على حكومة كوريا الجنوبية أن توقف فورًا صادرات الأسلحة إلى إسرائيل وأن تقطع جميع العلاقات معها. كما يجب على كوريا أن تتذكر تاريخها وكيف كافحت الاستعمار الياباني، وأن تقف إلى جانب حل عادل للقضية الفلسطينية.
إننا نعارض الاحتلال الاستعماري الإسرائيلي والتطهير العرقي، وسنواصل تضامننا الراسخ مع الفلسطينيين الذين يناضلون من أجل التحرر.
