최근 <한겨레> 보도에 따르면, 이재명 정부 출범 이후 경찰의 집회 제한 통고가 크게 늘어난 것으로 나타났다. 이 과정에서 팔레스타인 연대 집회와 행진마저 반복적으로 제약받아 온 사실이 다시금 확인됐다.
경찰은 팔레스타인 연대 행진이 평화롭고 질서 있게 진행된 민주적 실천이라는 점을 외면한 채, 혐오 집회에 적용하던 잣대를 그대로 들이대며 동일한 논리로 명동길/인사동길 행진을 금지했다.
팔레스타인 연대 운동은 혐오 집회와 무관하다. 팔레스타인 연대 집회는 이스라엘의 가자지구 침공과 점령, 그로 인한 팔레스타인인의 고통을 알리며 연대를 호소하는 정당한 활동이다. 나아가 완전한 연대 행진 보장은 표현의 자유와 집회·시위의 자유라는 민주적 권리 보장의 일환이다.
더욱이 최근 올림픽공원에서 극우 시위대가 시민을 위협하며 행패를 부렸음에도 경찰은 관대한 태도를 보여 주고 있다. 이는 특정 목소리는 손쉽게 제약하면서 다른 목소리에는 관대한 ‘선택적 집회 제한’의 전형이다. 혐오와 폭력을 일삼는 극우 세력보다 인종학살과 전쟁범죄에 반대하는 연대의 목소리가 더 큰 제약을 받는 현실은 결코 정당화될 수 없다.
이재명 대통령은 최근 이스라엘군의 민간인 학살을 비판하며 전시 민간인 학살은 결코 정당화될 수 없다고 강조했다. 그러나 이 같은 발언과 인식에 부합하는 실질적 조치는 뒤따르지 않고 있다. 명동길/인사동길 팔레스타인 연대 행진은 여전히 금지돼 있으며, 이스라엘에 대한 무기 수출 중단 역시 이루어지지 않았다. 이러한 상황에서 정부의 진정성을 어떻게 신뢰할 수 있겠는가.
가자지구에서 학살이 자행된 지 어느덧 1000일째다. 지금 이 순간에도 가자지구에서는 공습과 학살, 기근의 고통이 계속되고 있다. 팔레스타인 연대의 물결은 제약 없이 이어져야 하며, 팔레스타인인들에게 가닿아야 한다. 정부와 경찰은 팔레스타인 연대 활동의 표현의 자유를 온전히 보장하고, 명동길/인사동길에 대한 부당한 행진 금지 조치를 즉각 철회하라!

[Statement] Immediately Lift the Ban on Palestine Solidarity Marches on Myeongdong and Insadong Streets
According to a recent report by the Hankyoreh, the number of assembly restriction notices issued by the police has significantly increased since the inauguration of the Lee Jae-myung administration. In this process, the fact that even Palestine solidarity rallies and marches have been repeatedly restricted has been confirmed once again.
Ignoring the fact that the Palestine solidarity marches have been democratic practices conducted peacefully and orderly, the police applied the exact same standards used for hate rallies, banning the marches on Myeongdong-gil and Insadong-gil with the identical logic.
The Palestine solidarity movement has nothing to do with hate rallies. Palestine solidarity rallies are legitimate activities that appeal for solidarity by raising awareness about Israel’s invasion and occupation of the Gaza Strip and the resulting suffering of the Palestinian people. Furthermore, guaranteeing complete solidarity marches is part of ensuring democratic rights, namely freedom of expression and freedom of assembly and demonstration.
Moreover, even though far-right protesters recently threatened citizens and engaged in unruly behavior at Olympic Park, the police have shown a lenient attitude. This is a textbook example of “selective assembly restriction,” easily constraining specific voices while being generous to others. The reality where the voice of solidarity opposing genocide and war crimes faces greater restrictions than far-right forces that habitually engage in hatred and violence can never be justified.
President Lee Jae-myung recently criticized the Israeli military’s massacre of civilians, emphasizing that the wartime massacre of civilians can never be justified. However, practical measures consistent with such statements and perceptions have not followed. The Palestine solidarity marches on Myeongdong-gil and Insadong-gil remain banned, and the suspension of weapon exports to Israel has also not been implemented. Under these circumstances, how can we trust the government’s sincerity?
It has already been 1,000 days since the massacre was perpetrated in the Gaza Strip. Even at this very moment, the suffering of airstrikes, massacres, and famine continues in the Gaza Strip. The wave of Palestine solidarity must continue without restriction and must reach the Palestinian people. The government and the police must fully guarantee the freedom of expression for Palestine solidarity activities and immediately rescind the unjust march ban on Myeongdong-gil and Insadong-gil!
