올해 8월 서울에서 열리는 디지털 헤리티지(문화유산) 심포지엄 CIPA 2025에서 이스라엘의 인종 학살에 공조해 온 이스라엘 테크니온 공과대학이 워크숍을 연다.
‘팔레스타인 BDS위원회’는 CIPA 2025 조직위원회에게 이번 심포지엄에서 테크니온을 배제하라고 촉구했다. 우리는 이 요구를 적극 지지한다. CIPA 2025는 한국의 국립중앙박물관∙카이스트가 공동 주관하고, 올해로 30주년을 맞는 유서 깊은 학술 대회다. 이런 행사에 아파르트헤이트 부역 기관이 공식적으로 참가하는 것은 학살과 점령을 ‘정상화’하고, 그에 대한 책임을 희석시킬 것이다.
테크니온 공과대학은 평범한 교육 기관이 아니다. 지난 77년간 이어져 온 이스라엘의 점령을 과학 기술로 뒷받침하고, 이스라엘 정부와 군대, 방산 산업과 매우 긴밀한 관계를 맺어 왔다.
테크니온은 이스라엘 항공우주 산업(IAI), 라파엘 첨단 방위 시스템, 엘빗 시스템과 같은 이스라엘 방산 산업과 매우 밀접하다. 이스라엘의 최대 방산 기업인 IAI와 라파엘은 테크니온이 구축한 인프라를 바탕으로 설립되었고, 테크니온과 연구 개발 분야에서 꾸준히 협력하고 있다. 이들 기업은 현재 가자지구 인종 학살에 사용되는 무기를 이스라엘 군에 공급했을 뿐만 아니라, 팔레스타인 주민들을 대상으로 한 ‘실전 테스트’를 통해 무기 체계를 개발해 왔다.
테크니온은 군사용 무인 차량 및 드론, 팔레스타인 주택 파괴(국제법상 집단 처벌로 간주)에 사용되는 무인 불도저의 원격 제어 기능, 팔레스타인인들의 시위 해산을 목적으로 한 음향 무기 등을 개발했다.
테크니온은 이스라엘 정부와 안보 관련 협력을 강화하기 위해 안보 과학기술센터를 설립하고, 이스라엘 군을 위한 고등 교육 프로그램도 운영하고 있다.
‘디지털 기술을 활용한 문화 유산 보존’이라는 주제로 열리는 이번 심포지엄에서 테크니온은 ‘문화유산 중요성 평가를 위한 인공지능(AI)의 활용’을 주제로 워크숍을 열겠다고 한다. 가당치도 않은 일이다.
정작 이스라엘은 “4000년 이상의 역사를 지닌 가자지구의 대체 불가능한 팔레스타인 문화유산을 고의적으로 공격하고 파괴했다”(국제기념물유적협의회 팔레스타인위원회) 그뿐 아니라 이스라엘은 끔찍하게도 가자지구에서 광범한 공격 표적 목록을 생성하는 데 AI를 활용하고 있다.
이처럼 지난 수십 년 동안 끔찍한 점령과 학살을 계획, 실행, 정당화하는 데 핵심적인 역할을 해 온 곳은 교육 기관으로 대우받을 자격이 없다. 그러기는커녕 지금 당장 테크니온과의 모든 협력은 중단돼야 한다.
이스라엘은 가자지구에서 수만 명의 팔레스타인인을 학살하고 있다. 가자지구의 모든 팔레스타인 대학과 가자지구 주택의 90% 이상이 파괴되거나 심각한 피해를 입었다. 가자지구의 팔레스타인 주민들은 이스라엘의 3개월에 걸친 전면 봉쇄로 인해 굶어 죽어가고 있다. 이스라엘은 불법적으로 팔레스타인의 땅을 점령하고 있고, 수많은 국제법과 국제 결의안을 무시하며 팔레스타인인들을 짓밟고도 아무런 제재를 받지 않았다.
그래서 이스라엘 보이콧 요구는 전 세계적으로 더욱 확대되고 있다.
전 세계가 이스라엘의 전쟁 범죄, 반인도적 봉쇄와 학살을 목격하고 있는 지금. CIPA 조직위가 테크니온과 아무렇지 않게 교류한다면 이는 매우 부끄러운 일일 것이다.
‘팔레스타인인들과 연대하는 사람들’은 CIPA2025 조직위가 테크니온 공과대학에 대한 참가를 취소할 것을 강력히 요구한다. 이스라엘의 전쟁 범죄 공조 기관 테크니온은 문화 유산 보존 말할 자격 없다.

CIPA 2025 organized by the National Museum of Korea and KAIST: Cancel the participation of Israel’s Technion!
Israel’s Technion University, which has been complicit in Israel’s genocide against Palestinians, will be holding a workshop at the digital heritage symposium CIPA 2025 in Seoul this August.
The Palestinian BDS Committee has called on the CIPA 2025 organizers to exclude Technion from the symposium. We strongly support this call. CIPA 2025 is a venerable academic conference co-organized by South Korea’s National Museum of Korea and KAIST, which is celebrating its 30th anniversary this year. The official participation of an apartheid-affiliated institution in such an event “normalizes” genocide and occupation and dilutes accountability.
The Technion is no ordinary educational institution. It has supported Israel’s 77-year occupation with science and technology and has very close ties to the Israeli government, military, and arms industry.
The Technion maintains strong ties with Israeli arms industries such as Israel Aerospace Industries (IAI), Rafael Advanced Defense Systems, and Elbit Systems. IAI and Rafael, two of Israel’s largest arms companies, were founded on infrastructure built by the Technion and continue to collaborate with it in research and development. Not only have these companies supplied the Israeli military with the weapons currently being used in the Gaza genocide, but they have also been developing weapons systems through “field testing” against Palestinian civilians.
Technion has developed military drones and unmanned ground vehicles, remote control systems for bulldozers used to destroy Palestinian homes (which is considered collective punishment under international law), and acoustic weapons aimed at dispersing Palestinian protests.
To strengthen security-related cooperation with the Israeli government, the Technion established the Center for Security Science and Technology and runs higher education programs for the Israeli military.
At the symposium, which is being held under the theme “Heritage Conservation from Bits: From Digital Documentation to Data-driven Heritage Conservation,” Technion will be hosting a workshop titled “Cultural Significance Assessment Through the Looking-Glass of Gen-AI.” It’s a preposterous idea.
Not only has Israel “deliberately attacked and destroyed the irreplaceable Palestinian cultural heritage sites in Gaza, whose history goes back more than 4,000 years” (International Council of Monuments and Sites Palestine Committee), but it is also, horrifyingly, using AI to generate an extensive list of targets for attack in Gaza.
For decades, this institution has played a key role in planning, executing, and justifying horrific occupation and genocide. It does not deserve to be treated as an educational institution. Instead, all cooperation with the Technion should be halted immediately.
Israel is killing tens of thousands of Palestinians in Gaza. All Palestinian universities in Gaza and more than 90% of Gaza’s homes have been destroyed or severely damaged. Palestinians in Gaza are starving to death due to Israel’s three-month blockade. Israel is illegally occupying Palestinian land, ignoring numerous international laws and resolutions, and crushing Palestinians with impunity.
As a result, the call for a boycott of Israel is growing worldwide.
The world is now witnessing Israel’s war crimes, inhumane blockade, and massacres. It would be shameful for the CIPA organizers to arbitrarily engage with Technion.
People in Solidarity with Palestinians strongly demands that the CIPA 2025 organizers cancel the participation of Technion. The Technion, complicit in Israel’s war crimes, has no business talking about preserving cultural heritage.
